Secretary Health Balochistan Launches Mental Health and Psychosocial Support (MHPSS) Services in Collaboration with National and International Partners

Secretary Health Balochistan, Mr. Mujeeb ur Rehman Panezai, addressed the formal launch ceremony of Mental Health and Psychosocial Support (MHPSS) Services held on 18th August 2025. The initiative has been launched in collaboration with the Ministry of Planning, Development & Special Initiatives, Health Department Balochistan, the Governments of Canada and the United States, and the International Organization for Migration (IOM).

In his speech, the Secretary highlighted that mental health issues have long been neglected, resulting in serious consequences not only for the affected individuals but also for their families and society. He emphasized that the establishment of MHPSS services in Balochistan marks a milestone towards building a more humane and responsive health system.

He further underlined that in a vast and sparsely populated province like Balochistan, where access to health facilities in remote areas remains a challenge, the provision of mental health and psychosocial services is a dire need of the time. Through this program, counseling, awareness, and support will be provided to address stress, anxiety, and other psychological conditions in a timely manner.

The Secretary reaffirmed the Government of Balochistan’s commitment to continuing health sector reforms and expanding modern health services to ensure that the people of the province receive accessible and quality healthcare aligned with contemporary needs.

Government of Balochistan decides to activate the pending Jhalawan Medical College and Hospital project

Quetta, August 11, 2025

Project Director relieved of duties; Communications Department will take over the project decision made in the meeting.

The meeting, chaired by Chief Minister Balochistan Mir Sarfraz Bugti, was attended by Health Minister Bakht Muhammad Kakar, Leader of the Opposition Mir Younis Aziz Zehri, and senior officials.

Chief Minister Balochistan Mir Sarfraz Bugti expressed regret over the unnecessary delay in the completion of the project.

Relevant departments instructed to re-draft the PC-1 and immediately expedite work on the project.

Two batches have graduated from Jhalawan Medical College, and 400 students are currently enrolled briefing in the meeting.

Delay in the project is increasing problems for students, said Chief Minister Balochistan Mir Sarfraz Bugti.

“We will not allow the future of our children to be put at risk; the project must be completed as soon as possible,” directed Chief Minister Balochistan Mir Sarfraz Bugti.

The timely completion of Jhalawan Medical College and Hospital will significantly improve medical facilities in the region, said Chief Minister Balochistan Mir Sarfraz Bugti.

Reforms Underway in Balochistan Health Department to Ensure Modern and People-Centered Healthcare: Health Minister Balochistan Bakht Kakar

Provincial Minister for Health, Balochistan, Bakht Muhammad Kakar has said that reforms in the provincial health department are progressing rapidly under the leadership of Chief Minister Mir Sarfraz Bugti, with the aim of making the health system more effective, transparent, and public-friendly. He stressed that health officials must move beyond their offices, visit the field, engage directly with the community, identify problems, and collect data to help shape effective and practical health policies.

He was addressing the provincial inaugural seminar organized in connection with World Breastfeeding Week, held under the theme: “Enable Breastfeeding – Make a Difference for Working Parents”. The event was hosted by the Balochistan Nutrition Directorate of the Health Department, Government of Balochistan, with the support of UNICEF.

Highlighting the importance of the topic, the minister said, “Breast milk is a baby’s first and complete food that not only protects against diseases but also plays a vital role in their mental and physical development.” He added that awareness campaigns on such topics are crucial to laying the foundation for a healthy future generation.

He emphasized the need to develop a sustainable support system where every woman has access to accurate information, trained counseling, and a supportive environment. “Facilities must be available in homes, workplaces, and healthcare centers where women can comfortably breastfeed their children,” he said.

Minister Kakar reiterated that under CM Bugti’s leadership, the provincial government is committed to reaching every person in Balochistan, especially mothers, children, and the underprivileged. “We are working for those who have long been deprived, and their representation in policymaking is essential,” he added.

He also thanked UNICEF for its consistent collaboration and close coordination, particularly in areas like Zhob, Sherani, and Gwadar. “The joint efforts of the Health Department and UNICEF can bring real, long-lasting change to Balochistan. This cooperation must go beyond ceremonial events — our actions must be rooted in field data and ground realities,” he stated.

Minister Kakar called upon the health department officials: “Do not confine yourselves to offices. Go to the field, observe the challenges firsthand, collect data, and bring it to us so that we can develop meaningful and sustainable policies that bring practical change.”

He reaffirmed his and the department’s full support for UNICEF and all partner organizations, promising continued cooperation. “InshaAllah, we will stand by you and work together to strengthen the health system,” he said.

Kakar emphasized that delivering quality healthcare to remote and underserved areas remains one of the top priorities of the provincial government. Special initiatives such as mobile health units, the upgradation of basic health centers, and targeted programs to combat malnutrition are actively underway.

Concluding his address, he reiterated that “breast milk is not just nourishment — it is a shield of protection,” and that every household in Balochistan must receive this message. He assured that the health department and its partners will continue their efforts to promote maternal and child health throughout the province.

At the end of the event, informational material was distributed among participants, and various awareness stalls related to maternal and child health were also set up.

Review Meeting of the Health Department Chaired by Chief Minister Balochistan Mir Sarfraz Bugti

 

A briefing was given on the modern Cardiac Diseases Institute and Trauma Center projects in Quetta.

Across the province, 164 Basic Health Units (BHUs) have been made operational, the briefing stated.

Instead of constructing new buildings, existing government buildings have been utilized, the briefing informed.

There will be significant improvement in healthcare facilities in rural areas, the briefing added.

Through these 164 BHUs, treatment for over 1.2 million patients annually in rural areas will be possible, according to the briefing.

All BHUs have been digitalized, making monitoring and performance evaluation more effective, the briefing highlighted.

“For the first time, reforms are being introduced in the health sector of the province on a digital basis,” said Chief Minister Balochistan Mir Sarfraz Bugti.

“By making primary healthcare centers functional and effective, we are ensuring the provision of quality healthcare facilities to the common man at the local level,” the Chief Minister stated.

“Healthcare facilities are being provided equally from cities to villages,” he said.

“The provincial government is not just providing buildings, but an active healthcare system,” the Chief Minister emphasized.

“The measure of development is not buildings, but the delivery of services,” said Mir Sarfraz Bugti.

“Our target is to provide every individual in Balochistan with dignified, timely, and quality medical treatment,” he added.

“We are bringing real change in the health sector through performance, not just claims,” the Chief Minister remarked.

“A strong healthcare system is the foundation of a self-reliant and prosperous Balochistan,” he said.

“All projects will be completed within the stipulated time and opened to the public,” stated Mir Sarfraz Bugti.

The meeting was attended by Provincial Health Minister Bakht Muhammad Kakar, Chief Secretary Balochistan Shakeel Qadir Khan, and Provincial Government Spokesperson Shahid Rind.

Additional Chief Secretary (Development) Zahid Saleem, Principal Secretary Babar Khan, and Health Secretary Mujeeb-ur-Rehman Panezai were also present.

The Health Department, Government of Balochistan, hosted a pivotal Health Leadership Conference on 12–13 July 2025 to spotlight the province’s digital health transformation. The conference convened District Health Officers, Medical Superintendents, program leads, development partners, and technical experts to deliberate on innovations that are reshaping healthcare governance through enhanced transparency, accountability, and data-driven decision-making.

DHIS-2 Performance and Data Intelligence

The District Health Information System 2 (DHIS-2) has become the province’s primary tool for real-time health data management. Dr. Ababgar Baloch presented notable performance trends:

  • Top-performing districts: Harnai (92%), Jaffarabad (89%), Gwadar (84%)
  • Overall compliance: 68% reporting rate across 1,250 health facilities
  • Capacity building: 132 training batches completed, reaching 3,695 personnel through support from UNICEF, Pathfinder, and BHCIP

Low-performing districts such as Khuzdar, Surab, and Musakhail were identified for urgent intervention, with district-wise dashboards used to pinpoint gaps.

Real-Time Monitoring Systems

The Health Department has implemented robust digital dashboards for daily tracking of critical indicators:

  • Live location monitoring of DHOs and Medical Superintendents via HRMIS
  • HRMIS data compliance checks for every district and facility
  • Daily review of pharmacy digitization status and equipment inventories
  • Automatic alerts for non-reporting health facilities under DHIS-2

These dashboards enable rapid oversight and shift the governance model from reactive to predictive.

HRMIS: Enhancing Workforce Visibility

The Human Resource Management Information System (HRMIS) has been fully rolled out across Balochistan, offering:

  • Facility-wise visualization of staffing structures and cadre strength
  •  Individual employee profiles, including academic history and transfers
  • AI-based biometric attendance integration (phased implementation)

The system has significantly reduced duplication and ghost postings, ensuring equitable HR distribution and enabling strategic HR planning.

Pharmacy Digitization and Medicine Supply Chain Optimization

Pharmaceutical services have undergone digitization at public hospitals in Quetta and beyond. Key achievements include:

  • Full digitization of pharmacy stores in major tertiary hospitals
  • Integration of pharmacy stock updates into DHIS-2 at both district and hospital levels
  • Auto-triggered procurement alerts and real-time stock dashboards

This has strengthened medicine availability monitoring and streamlined procurement processes, ensuring uninterrupted patient access to essential drugs.

Strengthening Digital Public Access through Web Infrastructure

The redesigned and actively maintained Health Department website now serves as a transparent, multi-functional digital platform. It features:

  • Real-time news ticker and Facebook/YouTube content integration
  • Regular postings on job vacancies, executive orders, and program updates
  • DHIS-2 performance dashboards, downloadable regulations, hospital rosters, and available medicine inventories

The platform enhances public engagement and facilitates open access to key government health services.

Digital Insights: Medicine Inventory Management System (MIMS)

Summary Report – 17 July 2025

The MIMS dashboard provides a real-time overview of pharmaceutical stock and distribution across public hospitals. Highlights from the 17 July 2025 summary report include:

  • Stock overview: 639 medicines in stock, only 26 out of stock, zero nearing expiry
  • Valuation: Total medicine value over PKR 734 million, with:
    • PKR 465 million in primary pharmacies
    • PKR 256 million distributed to hospital wards
    • PKR 12.6 million directly issued to patients
  • Patient summary: 27,124 patients recorded (3,829 IPD, 23,295 OPD)
  • Indent processing: 253 indents generated; 197 approved, 35 pending

Hospital-specific snapshots:

  • MBGH: PKR 50.7M inventory; 18 items out of stock
  • BICHQ: PKR 20.78M stock, mainly held in main store; no items near expiry
  • Helper Eye Hospital: PKR 31.3M stock, 10 items out of stock
  • Fatima Jinnah Hospital: PKR 218.17M inventory, no activity recorded
  • SPH & BMC: Combined inventory over PKR 412M; no reported activity

Key recommendations:

  • Enforce accountability for inactive facilities despite high inventories
  • Prevent supply disruptions by addressing stock-outs and pending indents
  • Integrate patient service data to enable demand-responsive medicine distribution

Looking Ahead: HISDU Balochistan

As a forward-looking measure, the Health Department has launched a Public Sector Development Program (PSDP) project titled Health Information System Development Unit (HISDU). This unit will:

  • Institutionalize data governance frameworks
  • Consolidate digital health architecture under one umbrella
  • Sustain innovations such as DHIS-2 and HRMIS across the health sector

 

Online Meeting with ChildLife Foundation (CLF) on Pediatric Emergency Units

An online meeting was convened under the chairmanship of the Hon’ble Minister Health Balochistan, Mr. Bakht Muhammad Kakar, with the senior leadership of ChildLife Foundation (CLF) to accelerate the establishment of Pediatric Emergency Units (PEUs) across key hospitals in Balochistan. The meeting was attended by the Secretary Health, Director General Health Services Balochistan, and technical representatives from CLF.
The meeting focused on the fast-tracking of PEU operationalization in eight districts, including Khuzdar, Loralai, Dera Murad Jamali, Pishin, Sibi, Kharan, Zhob, and Turbat. Each site was reviewed in detail with specific building allocations and identified square footage for PEU development:
  • Khuzdar: 6000 sq. ft. (each floor – new building with basement)
  • Loralai: 6200 sq. ft. (Nutrition & Dialysis Block)
  • Dera Murad Jamali: 4200 sq. ft. (PCR & ICU Block)
  • Pishin: 3240 sq. ft. (Admin Block & MS Office)
  • Sibi: 3834 sq. ft. (Covid & Partial Radiology Block)
  • Kharan: 2800 sq. ft. (New Building)
  • Zhob: 2432 sq. ft. (Covid Block)
  • Turbat: 5550 sq. ft. (Cafeteria + Gynae Ward + Store)
It was shared that the above initiative is reflected in the PSDP 2025–26, with a total proposed allocation of PKR 1300 million, and titled as:
“Establishment of Pediatric Emergency Units at Teaching Hospitals of Kharan, Khuzdar, Loralai, Turbat, Naseerabad, Sibi, Pishin, and Zhob (CLF).”
The Minister emphasized that Pediatric Emergency Units are a critical pillar in addressing child health mortality in Balochistan. He directed the Health Department and CLF to ensure early mobilization of civil works and service readiness, particularly in priority sites of Khuzdar, Loralai, and Turbat.
CLF assured readiness to commence operations upon finalization of civil structures and availability of core staff. The Health Department committed to expediting necessary PC-1 development, administrative approvals, and site facilitation.
It was agreed that a joint implementation roadmap will be prepared within two weeks, with district-wise timelines, nomination of focal persons, and regular progress monitoring.

Health Leadership Conference With District Health Managers On Strategic Planning, Integration And Digitalization

The Balochistan Health Leadership Conference was successfully held over two days, on 12th and 13th July 2025, in Quetta. Organized by the Health Department Balochistan under the leadership of Minister of Health Mr. Bakht Muhammad Kakar, the conference brought together Medical Superintendents (MSs), District Health Officers (DHOs), District Support Managers (DSMs), Chief Executive Officers, Executive Directors, senior officials, and development partners.

The purpose of the conference was to align provincial healthcare priorities, introduce digital reform initiatives, foster accountability, and chart a unified path toward improved health service delivery in Balochistan. Key figures such as the Honourable Minister of Health, Secretary Health Mr. Mujeeb-ur-Rehman, and representatives from UNICEF actively participated in discussions and declarations.

Objectives

The primary objectives of the conference were:

  • To introduce and scale up digital health solutions including pharmacy digitization, HRMIS, and AI attendance systems.
  • To strengthen transparency and accountability in district- and hospital-level service delivery.
  • To ensure timely provisioning of medicines and critical equipment.
  • To finalize performance-linked protocols and guidelines for field and hospital staff.
  • To implement and track reforms in HR management and infrastructure across all health tiers.

The first day focused on Medical Superintendents and hospital administrators. The conference opened with remarks from DG Health Dr. Amin Khan Mandokhel, Secretary Health Mr. Mujeeb-ur-Rehman, UNICEF Country Lead Mr. Scott Whoolery, and the Honourable Minister of Health Mr. Bakht Muhammad Kakar, who outlined the department’s vision for reform.

Special Monitoring Team Formed by Balochistan Health Minister Meets Deputy Commissioner Duki — Detailed Briefing on District’s Health Situation

A special monitoring team, formed on the instructions of Balochistan Health Minister Bakhth Muhammad Kakar, met with the Deputy Commissioner of Duki and provided a detailed briefing on the current health situation in the district. The purpose of the meeting was to highlight issues in the healthcare system and promote interdepartmental cooperation for their resolution.

The monitoring team shed light on the performance, challenges, and ongoing projects of rural health centers, basic health units, and the District Headquarters Hospital. The team also briefed the Deputy Commissioner on the health department’s ongoing reform initiatives.

The Deputy Commissioner of Duki appreciated the efforts of the Health Department in the healthcare sector, assured full cooperation, and expressed commitment to improving services through joint efforts.

This meeting is being considered a significant step forward in the improvement of healthcare facilities in Duki District.

On Health Minister’s Orders, Secretary Health Holds Review Meeting — MS DHQ Chaman Suspended, Orders Issued to Activate All Labor Rooms

On the special instructions of Balochistan Health Minister Bakhth Muhammad Kakar, Secretary Health Mujeeb ur Rehman convened an important review meeting of all Medical Superintendents (MS) of District Headquarters (DHQ) and Tehsil Headquarters (THQ) hospitals. The meeting was attended by senior leadership of the Health Department, including the Special Secretary, Additional Secretary (Primary Health Care), Additional Secretary (Development), Director General Health Services, and other officials.

During the meeting, emphasis was placed on ensuring that labor rooms remain operational 24 hours a day, that specialist doctors and trained midwives are available, and that all hospitals are stocked with essential and emergency medicines.

The Secretary of Health instructed all MSs to immediately ensure the availability of required medical equipment. During the session, the Medical Superintendent of DHQ Chaman was suspended due to poor performance. Other MSs were strictly warned that failure to implement departmental directives would lead to serious inquiries and disciplinary action.

First Phase of Health Center Monitoring Campaign Launched Across Balochistan on Special Instructions of Health Minister Bakhth Muhammad Kakar

Duki: On the special instructions of Balochistan Health Minister Bakhth Muhammad Kakar, the first phase of a province-wide monitoring campaign has been launched to assess the performance of health centers. As part of this initiative, the District Headquarters Hospital Duki, one Rural Health Center, and two Basic Health Units are being inspected initially.

A monitoring team has been formed under the leadership of Dr. Kamalan Gichki, which includes Dr. Imdad Achakzai, Dr. Talha Bin Saeed, and Dr. Shahid Tareen. During their visit, the team met with the District Health Officer, District Support Manager, and Medical Superintendent to discuss local healthcare facilities, challenges, and needs.

This campaign will continue in phases across all districts to make the healthcare system in Balochistan more efficient, transparent, and responsive to public needs. The Health Minister stated that providing quality medical facilities to the public is the government’s top priority, and all necessary measures are being taken to achieve this goal.
